NEEF and Toyota Grant Brings New Outdoor Pavilion to Historic West Dallas Community

West Dallas residents, community leaders, and partners gathered in earlier this month to celebrate the grand opening of the West Dallas Unity Pavilion at the historic Bataan Center in La Bajada, a project made possible through a multi-year grant awarded by the National Environmental Education Foundation (NEEF) with support from Toyota Motor North America. 

Led by the Josephine Torres Cultural and Community Center (JTCCC), the Unity Pavilion enhances the Bataan Center’s outdoor space, creating a welcoming venue for cultural celebrations, community programs, environmental education, and neighborhood gatherings. 

  • The Bataan Community Center has anchored the La Bajada neighborhood in West Dallas since 1940. 
  • Originally funded by the Community Chest, it served generations of families as a place to learn, play, and gather, offering everything from reading programs to pottery classes.
  • Today, it is managed by the nonprofit Josephine Torres Cultural & Community Center, which recently completed the West Dallas Unity Pavilion on the property with support from NEEF and Toyota 

The opening celebration brought together families, local partners, and volunteers for a community-wide event honoring the history of La Bajada and the collective effort that brought the pavilion to life. 

“This pavilion represents more than a physical structure – it represents unity, pride, and continued investment in La Bajada,” said Gloria Ardilla, Executive Director of Josephine Torres Cultural and Community Center. “We are grateful to NEEF and Toyota for believing in community-led projects that strengthen both place and people.”

A National Commitment with Local Impact 

The Unity Pavilion project is part of a multi-year grant from NEEF and Toyota designed to improve access to high-quality parks and trails in communities across the country. The park improvements and community engagement opportunities made possible through this partnership showcase NEEF and Toyota’s shared commitment to sustainability and positive community impact. 

This pavilion represents more than a physical structure – it represents unity, pride, and continued investment in La Bajada.

In West Dallas, that commitment has translated into tangible improvements at a historic neighborhood anchor. Located in the heart of La Bajada, the Bataan Center has long served as a gathering place for generations of families. 

The new pavilion expands the site’s capacity to host outdoor programming while creating shaded, accessible space for residents to connect. 

Partnership Rooted in Community Voice 

JTCCC led implementation of the project with support from key local partners, including Trinity Park Conservancy, which oversaw environmental education activities for local youth, and Builders of Hope CDC, which facilitated community input and engagement.

Throughout the grant period, residents were engaged through meetings, outreach, and on-site events to ensure improvements reflected neighborhood priorities. “Investments in outdoor community spaces are most powerful when they are shaped by the people who use them,” said Stephanie Champion, Chief of Community Development & Policy at Builders of Hope CDC. “The West Dallas Unity Pavilion reflects resident vision and strengthens La Bajada’s identity as a neighborhood where culture, history, and opportunity thrive.”

 Celebrating Unity and Looking Ahead

The opening celebration featured music, family activities, and opportunities for residents to learn more about upcoming programming at the Bataan Center. The event highlighted the pavilion’s role as a space for connection – from cultural events and community meetings to environmental workshops and youth engagement.

As West Dallas continues to experience growth and change, leaders emphasized the importance of preserving neighborhood anchors like the Bataan Center while expanding access to high-quality public spaces.
